Vintage Hand Drawn Picture signed and numbered

I'm working on researching this awesome vintage sketch I picked up a while back. It's definitely old just by the yellowing and texture of the paper must be at least 1960s or 1950s but I have tried numerous times and not found out the signature or artist. I figured it would be good to get some fresh eyes. I thought it was Paul Flora but every cartoon ans signature of his I have seen doesn't match up. The fact that the artist is doing a "limited" series and it's 500 prints (as indicated by signature) and the level of detail and skill leads me to believe that they are known enough to track down the origins of my picture. Any help is a huge blessing thanks!
