This is a jagged granite stone pencil holder, with a carved eagle's head, signed by Domingos Joaquim, a master engraver.
It is 4 inches high from base to highest point, 2-3/4 inches across the base, and 2-1/4 inches thick on the beak side. It weighs 1.2 pounds.
This was a tribute to D.J. I found online:

It is with great sorrow that we announce, DJ passed away May 19, 2012.
C&D Petronis, Inc. is pleased to announce our association with one of the finest and experienced of Master Firearms Engravers, Domingos Joaquim. DJ, as he is known among friends, has worked as an Artist and performed his Art of Engraving for major firearms companies, Hollywood celebrities, musical artists and individual customers for over forty years. He is said to have been the best in his field when at Smith & Wesson Firearms Company between 1978 and 1982.
Not sure what category to put this in.

Never heard of Domingos Joaquin, he's very talented, this is fabulous.
Vintagefran, the last name is Joaquim (ends in a "m"). My computer keeps wanting to spell correct it and put an "n" on the end). He was very famous in the firearms engraving world.
Thanks for the comment & appreciation.
betweenthelens, Domingos Joaquim was a very famous engraver in the firearms world. He was an in-house engraver for the Smith & Wesson Company. Here is a set of handcuffs he engraved.
