My husband found this out behind his grandfathers house many years ago. I cannot find anything telling me what it might be. Does anyone have any ideas?

It's an anchor for holding the tendons when prestressing concrete. It's made of aluminum to withstand the corrosion.

Not an expert so I really don't know the details how it works. Frank Holister Co. "16" probably stands for its 16 claws.
