Suunto divers compass, I have seen this exact model on a diving forum. A member said he was issued with one in the US Navy Diver Recovery team.
This one has initials on the strap, so possibly military issued.
It measures two inches square, and the lume on the rotating bezel and internal markings still shines after being leftin the sun for a minute or so, and it still works perfectly.
