Glass and Silver

This was given to my husband by his Mother, I think it was his Grandmother's who was British. It is about 7" high the bottom is glass and the top is silver (badly in need of polishing). I am hoping someone can tell us it's origin, who made it and what it was used for. Thank-you, Gail.
