Possibly 1898 tool, seems like a clamp/press/vice?, was found when cleaning out a trailer of a family member, asked around no one knew what it is.

Hello: Please show a picture of it fully open! Does one of the 2 handles have a ratchet mechanism? How do you think it may be 1898? Any marks on it at all? What is the overall size of the block part itself?
