This is my first post, how exciting!! I found this Masai necklace at a resale. It is 3" x 4" and has small round and flat sewn in beads. There are tiny round lightweight discs attached. There is a hard yellow plastic cut out that the beads are attached to as well.

That's correct, it is African. It's a Masai beaded neckpiece, from Kenya. Probably made for sale, but certainly in keeping with traditional Masai work. The little discs attached by chains to the beaded plastic-backed part, is a technique commonly found on Masai beaded necklaces, but not on Native American pieces. A web search for "Masai beaded necklace" will confirm, and show similar examples.
