    I'm trying to find out what this is called, what it was used for and when this item came into use and when (and if) it fell into the dustbin of history. It is marked Union Tool and is made in USA. The pointed shaft rotates and the gauge in the middle turns, registering one number on the Gauge for every turn of the shaft. Does anyone know what this is?

      TubeAmp is correct. Used in conjunction with a stopwatch (or etc) its pointed end would be held to something rotating -- its speed could then be determined by the reading on the gauge in a specific period of time.

      Mechanical rev counter. Should also have a rubber buffer wheel that slides over the end.
