This was packaged in a regular legal sized envelope. And it needed some packing/'backing--Look what happened!. The photo was produced by Decatur, IL. Home Office and Factory--The Caption " Give Me A Penny For A Kiss" 1901 by C.F.Wasson. International View Co. For want of a slice of cardboard--this stereoview card was lost.
You have three options:
Be sad and let it RIP (Rest In Pieces)
Use archival-quality tape on the back
Cut the intact image out and write on its back in pencil what it was.
I'm talking about how it currently sits in her collection. She's unhappy, so she has a need to do something with it.
At the same time, one must be careful when putting paper with cardboard. I was sent in a large envelope a 1600s 'pacquet', which was put between two pieces of cardboard taped together.
Well, they didn't think about shifting in the mail, in which the 'pacquet' slid into two pieces of tape, which adhered to it and caused damage though I was most careful and delicate in removing the tape.
Never put tape over the front of the image. Permanently ruins it just as bad as a rip-- only it's then doubly-ruined.
My motto in life--Use tape nowhere-- I ask sellers not to not use any tape anywhere--even on the outside of the envelope--with my eyes, I will even mess my treasure up. Like Spirit Bear--- it is a no-no-
My way? Just fold what I buy uo in paper tight, put it NOT in a padded envelope -
but-manila, with a cardboard insert, front and back--I am going to get a safe package I can unwrap.
#4-- I will cut it, and then I can still enjoy it. The better part of the photo image is the one that has ripped.(Just my luck!) The item was pretty brittle and not cared for somewhere along the line.

I bought a Mini-Plane Spad WWI fighter through eBay. The seller sent it in a an envelope. The model is plastic so that didn't go well. The seller did give me a refund without me sending it back.
Option 5 is contact the seller for a refund.
I did send the picture you see posted here and the answer was that they felt it was their fault and will henceforth pack better. They gave a complete refund with the postage, and I didn't have to send the item back. I think sending the photo was a revelation. Maybe the photo can be used at the post-office for them. It was insured.
