Mystery Stanley items

Someone may be able to Help ? These are tiny brass rods of some sort , They came in the small container which seems very old , I would guess late 1800's or early 1900's . The only they markings are Stanley Patent London . They measure 32 mm long and have what looks to be lead in the middle as they are folded over . I have seen thousands of tools and collectible items over the years but have never come across these before ? Any help would be appreciated as all my collector mates are stumped .
