    If anyone could help with the initials ( Q. R. Or A. R. ?) on the back or if anyone has more information in regards to the what appears to be "wing's" (?) attached to a U.S. flag attached to a sheriffs badge ?

      Not a sheriff's badge, but a G.A.R. badge. (Grand Army of the Republic). Post, War of Northern Aggression.

      Grand Army of the Republic Badge-- a fraternal organization of Civil War soldiers.

      Image dates from about the 1880s- 90s, post, Southern War of OPRESSION.

      I would say the name is Mr. Q. R. Long at that time an A wouldn't likely be written that way. Second line looks like Welker - North Baltimore, Ohio

      There was a GAR Welker Post 266 in Arlington, Ohio
