No idea about the maker, but as it seems, the dish was made in sgraffito technique.
And sgraffito goes like this:
A vessel is formed and dried till it is leather hard. Than its surface is covered with a light (mainly cream or white) slip. This slip is partially removed with a sharp tool revealing the dark underground of the clay the vessels was made of, while other parts remain covered by slip. In such a way geometrical and floral pattern as well as figures can be scratched into the vessel (in your case a deer). After that is done the vessel is covered with transparent (mainly green or yellow) glaze, which appears against the slipped areas in its original color and on the dark color of the clay as brown, and fired.
When you let you fingers slide over the surface of the dish you can feel that the darker areas are slightly depressed while the lighter protrude a little bit.
You can google "Medieval Byzantine Pottery" and the image finder will show you the medieval predecessors of your bowl.
It is truly a beautiful work!
Glad you like it.
Many thanks for the information.
