I got lucky and found one of these engravings in a box from a yard sale. Does anyone know if the Department of Engraving and Printing produced these printing blocs for the GAR offices?

Nope-- nothing official. The GAR was a PRIVATE organization with no connection to the US government.
These were privately made for many uses-- often used in late 19th century newspapers and advertising.

Thank you for that information. Researching things I find is my enjoyment. Now to find examples of its use.
