I know these are 14k gold earrings and they have synthetic spinels, not real aquamarines. But when were they produced? And where could they be from? Owner lived in US, Mexico, Europe. Thank you.

Would need to see the whole piece of jewelry, especially the back and the type of closure. These details help to tell the age, and if they are 14k gold, a hallmark could tell where they're from.

You're allowed four photos, so you could edit your post and delete the ones you have, and replace them with photos showing the details that are required.

You don't mention where you got them or how long you have had them.

Not possible to tell you where they came from unless they also have a maker's mark. Even with a maker's mark, it could be either a goldsmith mark or a retailer's mark. Unless the mark is also listed on the web, there is no way to trace their origin.
