These are things that twist and turn. No makers mark. Couldn't find patent number on them. They look cool on the shelf but I have no idea of their use.

The top one is an engine valve lapping tool.

I believe the bottom tool is a spiral action wire twister. I found many look-a-likes but not an exact match, so just my best guess.
I think Izenglish is right on the wire twister. Used to tie necks of bags etc with a length of wire with a loop at each end.
I thought they were both wire twisters. Guess it depends on what you use them for. LOL !
I believe both suggestions are correct. On the valve lapper there was also a tool made called an egg beater crank screwdriver that was somewhat of a multi use tool. The wire twisters were/are also used for fencing and even masonry to hold reinforcing rod together while pouring cement. Newer ones have a spinner handle and are quicker and easier to use.
