Vintage Etched Glass Vase with Hand Painted Flowers

Once again I could not resist buying a pretty thing. Again, it doesn't match any of the items in my growing collection but I bought it anyway. The bigger problem is that I have no idea what I got. I am sure it is glass, not crystal. I am also sure it is hand-decorated, both the etching and the painting. I am also sure that it has some age to it. But this is all I am sure about.

I have searched the Internet for a few hours, but I guess I didn't put in the right search words and therefore couldn't find a match. The little flowers reminded me of some American, English, and Bohemian decorations, but I could not find a piece with the etching and the flowers as well.

Any help to identify my vase would be greatly appreciated.
