I have this metal "bullet". Made by The American Art Works, from Coshocton,Ohio. Advertising the "Noe-Equl Textile Mills,Reddeing,Penna.
I cannot find any information regarding this particular Advertising Item. Anyone have any information,collect-ability,value etc. would be much appreciated. Update to this "bullet". I added a picture, I opened the silver bullet end and there it was, a knitting needle of some kind. I've been calling it a weavers needle(probably incorrectly). Anyway,I still can't find any further information,so I'm gonna say it was a "one-of-a-kind" promotion for this textile mill. Thanks for the comments.

Have you tried to pull the silver bullet out, to see if a pencil is inside?

I did actually pull the silver "bullet" end off, no pencil, but,it has a micro weavers needle attached to the inside. I'm assuming because it's advertising for a textile mill, is the reason for the weavers needle.
