4' long with a large clamp on one end. Very heavy. Was found by 2 vintage ladder jacks in my dads garage.

Wire stretcher. You could hook one end around the post and pull on the wire by putting it in the pincher on the other end or you could put each end of the wire in the pincher on each end and pull the wire together and hold it while you spliced them together.
Sure beats my guess !
