    Approx 3ft tall, stationary metal rod held tight by metal knob, other side has a rubber hose that will open up to the right. Found in my dads garage. He was a jack of all trades. We are at a loss on this one! Probly homemade but he didn't build anything without a purpose for it.

      Question: The blue hose shows it has a steel rod inserted into it toward the top of this device. Approximately how far is the steel rod inserted into the hose? Or does the hose cover the steel rod all the way down to the base?

      The hose covers a steel rod all the way down. I'm assuming to protect something from being scratched.
