Found this old fire engine truck at the thrift store in Indianapolis. I believe it's out of the 1920's. Keystone Trucks and Hood Ballon Tires are embossed on the tires. If you have more info, please share.

The vehicle appears to be a Water Tower designed to deliver high volumes of water to the upper stories of buildings. The water was from hydrants and pumped to the Tower by pumping engines.
If the aerial device had rungs it would have been an aerial ladder.
Water Towers did not usually have a water tank - but this toy has one that could probably be filled and pumped up to a nozzle at the end of the tower by a small hand pump somewhere on the toy.
