what's the back side like? is it a massive plumb bob?
it's really cool! it would make a great garden focalpoint hanging from an old iron tripod or something.
It is a buoy for marking a channel for shipping.
Slack probably has it, although my 1st impression was a Confederate "torpedo" or sea mine, as they are called today.
I think it's probably the weight used below the buoy.
