I suspect this is Welz based on the shape of the base (I have another with this base) and the many layers of glass in the vase itself. Feel free to disagree......I certainly haven't seen one like this before!
The individual feet come out then turn clockwise making each one an elbow shape. The vase itself has five layers, 1. inner thick yellow (round), 2. thick amber (hexagonal), 3. very thin yellow (hexagonal) 4. spiraling white glass trails and finally 5. a clear outer casing.
I find this a very interesting piece, almost having a foot in two camps........a Victorian base and an Art Deco/Tango décor! Impossible to categorise really.

Wow that's huge!I just didn't expect size like that from the Czechs. All perched on those delicate feet. It's a wonder Peggy.
Impressive vase! I'm sure I have a few items with feet like that, will have to have a look & compare.
