      This falls into the category of "quill" knife - a knife with very small blade(s) used to cut a "nib" in the end of a quill feather to make a writing pen. It is unnecessarily elaborate and beautifully made, as were fine personal items 200+ years ago. Probably French and ca. 1800. If the inch measurements are a bit too long that also points toward French origin. Most quill knives are simply small (2" - 2 1/2") single-blade, folding knives although some exotic examples have up to 40 tiny blades.
