You need to add some dimensions of this piece. And where it was found. United States, Germany, Antarctica? Found with a metal detector? Where?
Of course! This item is 1.5 inches tall and wide. It was a part of a large costume jewelerly lot that was purchased in Long island ,N.Y., USA. I don't know it's where it was originally found or how.
Welcome to C.W. :)
Possibly for the U.S. National Guard Field Artillery with service in Japan, but just a guess! :^)
I don't know it seems too large, and thin metal, it might just be for a costume, sorry! Good Luck and Welcome to CW! :^)
Maybe a family crest.
It has clues to New York state National Guard, but I cannot find definitive proof. I doubt it was an awarded medal. I think rather it was a badge such as for a hat. I'll keep trying...........
I think it has more clues on it to be from Oregon, "the beaver state", National Guard. There's 2 beavers top and bottom in the left corner scene, and in the right upper corner is the same sun rays as on the Oregon state flag here:
https://www.google.com/imgres?imgurl=https://upload.wikimedia.org/wikipedia/commons/b/b9/Flag_of_Oregon.svg&imgrefurl=https://en.wikipedia.org/wiki/Oregon&h=450&w=750&tbnid=Lnks32dD22C_hM:&tbnh=55&tbnw=92&usg=___5irKNacreJalHLFO7vjbLWCQsY%3D&vet=10ahUKEwj34u60vuDYAhVCWK0KHY-PCScQ_B0IhwEwCw..i&docid=XTHlV1ur-3wZsM&itg=1&sa=X&ved=0ahUKEwj34u60vuDYAhVCWK0KHY-PCScQ_B0IhwEwCw
I searched but couldn't find any badge, or other that was the same overall, but I hop this helps! :^)
that's hope not hop! :^)
Here's one more thing the Oregon state capitol building has columns on the top that look the same as the columns under the stars on the upper left corner, here!

Maybe nothing, but maybe something! :^)
I guess you have to click the arrow to the capitol building, sorry!
Ok you're right New York! Here's a New York City seal/badge
https://en.wikipedia.org/wiki/File:Seal_of_New_York_City.svg
So something to do with New York! :^)
Here's the best I can come up with, New York National Guard Indian/Wars field artillery badge of some kind! :^D
You can delete all the other non-related(Oregon) comments! Hope this helps! :^)
Thank you so much!
Here's one very similar to yours on ebay:

I also found out that the NG on it is not for the National Guard as we know it today, and was also called National Grays, and your badge, or hat plate is probably from New York City, and maybe very rare.
Good Luck! :^)
The beaver, is the state animal of NY. The upper rt. corner is the Hudson River with the "Half Moon" sailing is an iconic image of NY. It was likely part of a medal before someone drilled a hole in it to use as a key fob.
