Please help me identify this doll

Hello, I am posting a doll I found at a local estate sale. She caught my eye right away. I am just unsure of "Who" she is. She is marked on the back plate area "Eagle Doll" But I can't seem to find anything on her. She is made of I believe composition as she has crazing in certain areas. From my knowledge on dolls celluloid does not or should not craze, so it has to be composition. It seems light though.. She is about 26" tall, has blue sleep type eyes that are tin. She has an open mouth with 2 top teeth. She has a straw or sawdust stuffed cloth body and has a crier box in the back ( no longer works that I know of ) Her arms seem to be out of proportion with the rest of her body and are nailed? I would be curious as to when she was made and what her "name" is.. The Eagle Doll on her back plate area was not very helpful.. Thank you for any help!
