    I ran out of my allotted time for research on this item so I could not figure out the time period for this. Also if I recall correctly the insulators for ATT&T were made by other companies.
    As can be seen this insulator is in two parts. These were used to hang two wires on the same insulators. I imagine the peg inside was the original peg from perhaps 100 years ago.
    Let's see what else I can come up with. There is a "6" on the base. I think this is the shop number. They would be paid by the amount of insulators they made. Also it is covered with straw marks and filled with bubbles. This is not elegant glass.

      Yes, the 1910s makes sense for this piece. I have one that is all but identical (Brookfield made), and we know it's from their last decade of production.
