At first glance this appears to be part of an old water pump. The previous homeowner reportedly collected vintage motorcycles.

I'm pretty sure what you've got there is a really old toilet float valve. The pieces broken off on the bottom are tubing/pipe, right? a larger 'shank' and what they called a 'hush tube.' Can't quite make out what's stamped on it....?
Sorry but this is just old plumbing junk, not worth a thing except for recycle..
