This feels like a hot mess, some of its parts barely congruent. But it seems to revel in this. It's fascinating to me.
The form number is 7130 - 38 (the 38 denotes centimeters) and it is 15" high. This piece is a member of Carstens' Luxus line. It was made circa 1967.
Regarding the history of Carstens potsandpots.com says:
1945-1987
Founded by brothers Christian and Ernst Carstens after they lost most of their factories to the DDR. The Carstens Uffrecht factory in East Germany became the manufacturer VEB Haldensleben. The Carstens Tonnieshof factory was located in Freden an der Leine (West Germany). During the 1960s Carstens expanded and products were produced in Austria, Chile, Argentina and Australia when production may have been as high as 10,000 items per day. Designers included Trude Carstens (wife of Ernst Carstens), Heinz Siery, Gerda Heuckeroth and Dieter Peter.

Originally started in 1900, post war production began in 1947 at this company set up in north western Germany. Trude Carstens was artistic director until her death in 1965. The company was very successful, producing a wide range of shapes and glazes. The Luxus and Atelier ranges were more expensive products, Atelier was launched in 1962 and was designed by Gerda Heuckeroth. The Luxus range launched in 1967, being sold to large stores.
