    Came across this 9"x4.25" Boy Scout plaque, but cannot for the life of me figure out what it was designed to hold. As shown by the toothpicks, the holes continue into (but not through) the upper lip. There is no indication anything placed there would do anything but obey gravity and fall down/go boom. Can anyone help?

      I think it may be for swim tags. Top row of holes went they were out of the water and bottom row for when they were in the water.
