Holt Howard Knock Offs?

I got these at my mom's house over the weekend to keep. They were from my grandmother's salt and pepper shaker collection. I thought they looked like Holt Howard Cozy Kittens but they have winky/blinky changing eyes. They have no marks at all that say Holt Howard. All they say is Japan on the bottom. They should be at least from 1970 or earlier. Would they have made knock offs of these back in the day?
