I will try to post my guess again. I think it is what was called a, "Knot Tyre". (knot tieing tool). I think there would have been a spool of thread on the spindle in front of the spring and the tool was hand held for fishermen to tie flies for fishing. May not be but that is what it reminds me of. I believe the spelling Tyre is British in origin.
fhrjr2, i think you are on the right track, but i also think this assembly is not a stand alone tool, but part of a larger assembly such as a Textile Mill Machine, just my gut feeling. I agree with you in the handling of string, thread, or yarn tho. PS: If i had it in my hands, i would reveal the blurred name above patent, in a pair of seconds!
