      I hope this truly isn't a 'CaptainObvious' comment, but given your info about where this panel is located/from, I'd have to guess it was (at least part of) the 'master controls' for a system of "factory whistles/horns/bells/clocks" or somesuch, used to announce shift changes or whatever. Also have to wonder if the "Stromberg" name might have a connection to the "Stromberg-Carlson" name, usually now mostly known for their telephone equipment though they also made lots of other electrical apparatus.
