It appears to be a variety of a tool called a 'marking gauge', a thing often used by a machinist in lathe and milling machine work. The springloaded aspect of it suggests to me that this one might have a more specific intention/purpose, but others will have to confirm that.

The picture looks as if the scribe is underneath the small knob. That is not where it should be. The machinist would get the point close and then fine adjust the tip with the small knob. The spring allows adjustment up and down and keeps tension on the device. Once the machinist has it where he wants it he can lock it in place with the large knob. He then can transfer this dimention one or more places by sliding the base while the tip is contacting the part making a scratch. Typically used at a layout plate with bluing which allows a very fine line. (Dykem is one fast drying bluing and it seems I can smell it as I type this!
