The upswept blade design falls into the general category of a jambiya, although they don't usually have animal heads for the pommel. They are made all over the Middle East. The sheath, guard, and pommel appear to be niello but you'll have to have it examined by a jeweler or someone familiar with the technique. If so, it is a very high quality weapon - possibly recent - but still not your usual tourist junk. I don't think the handle is ivory - it looks more like bone.
