this is a picture/painting/photo of anne eliza stewart, nee lynn. died 1876. but to me it looks like a photo of the face and the rest is a painting. any ideas?

I think it is a photograph that has been coloured after! Lovely Picture.
A very beautiful picture!
It is a photograph-- you don't have the size listed, but based on the backmark it would appear to be a carte de visite ( approx. 4" X 2.5").
These were popular in the late 19th century. The photography business was very competitive, so many studios employed artists to enhance and colorize photographs.
Quality of tinting varies greatly from amateurish (almost crayon tinting) to full artistic portrait painting quality. Your image falls into the latter and represents top quality tinting.
