      Looks like a fairly new inexpensive hermaphrodite caliper. The wide tip on one end would indicate it was for a special use as opposed to a standard caliper. These come in all different designs depending on the application they are intended for.

      It'a a simple carpet stretcher. You jab the spike theough the carpet and pad about 14" from the wall, place the toothed blade on the carpet near the wall, and lean on the handle in the middle. The toothed blade pulls the carpet onto the tack strip where it gets tapped down with a soft mallet. Move the spike about 6" and lather, rinse, repeat all along the wall.
