Found this Indian basket recently seller gave me picture with basket weaver - ( Elita Billie,) size about 9 1/2” x 6 1/2”.. would appreciate any more help & it’s rarity.. It’s Arizona 1989.. Tks

Twin Wells Indian School is located in Holbrook, Arizona.
No Oregon connection. That last word is probably "Arizona." There is a Joseph City in Navajo County, Arizona, which just happens to be about 10 miles west of Holbrook.
No information about Elita Billie.
The basket itself is not a traditional basket made by any tribe, since it appears to be made from yarn wrapped over a coiled base. Nor is the form one made by any Native American tribe.
Which is not to say that the woman in the photo didn't make it, or that it wasn't made by Elita Billie. But since there is no way of knowing if she is actually the woman in the photo, or if she is an enrolled member of a specific tribe, and it's not a recognized traditional basket...without that information it can't be sold as Native American Indian, it is just a contemporary hand crafted basket.
