Old unidentified suspected Chinese or Mongolian knife, fully engraved with Dragon Motif, semi-precious stones and gold wash

Appreciate any help identifying this unusual knife. It is all metal, fully engraved and supposedly the blade is made from shear steel. It once had a gold wash applied but is mostly worn away now. Stones are agates, coral, garnet, jade etc. The blade seems crude but the engraving is quite nice. It is decorated in a dragon motif. It is quite old. I have no clue and see no makers marks or info of any kind. If you know someone with knowledge of this type of item please let me know. Thanks
