I would say coil spring compressing clamps. Hook top and bottom on the spring and turn the center rod to tighten and compress the spring. Just my guess.
This link shows newer ones.

thank you fhrjr2, much appreciated
I do not think these are automotive coil spring compresors, but it all sounds good in theory. The problem is that car coil springs are rated in the 1,000 lb-2,000lb area, and require a heavy cheater bar to even compress them. I have done it a few times when i was younger. Now i do agree that they are screw type compresors, for some purpose, as opposed to spanners, but for what purpose, i don't know yet. They look to be a 2 to 3 hundred pound hand actuated tool, so maybe for some other lighter weight application? Just my guess so far.
lzenglish I also haven't changed coil springs in a good 50 years but did use this type clamp. Not to compress the spring but to simply hold the spring in the compressed position. I never happened to need a cheater bar back then. I compressed the spring by putting a jack under the lower A-frame control arm and jacking it up to compress the spring. Once that was done this type clamp was applied 180 degrees apart and tightened to hold the spring in compressed position. Lower the jack and pull the spring out. Removing these and mounting them on the new spring was simply a matter of putting them on the press.
