Paperweight - who made it? What country?

I bought this beautiful and unique paperweight from an estate. They thought it was Murano but I have not seen anything like this. It appears to be cut crystal with 7 small millefiori in the center. When you look through the flat windows - 4 on the sides and top and bottom, the millefiori are tiny. When you look though the rounded sections of the sides, they appear much larger. When you look through flat and round simultaneously, the millefiori seem to multiply. Does anyone know who made it or country of origin?
