This is a budding or "grafting" knife. It is almost undoubtedly European. It may be around 100 years old. The hump on the top of the blade (usually not sharpened to a cutting edge) is called the "spud." It is used to hold open the slice made in the bark for insertion of the twig being grafted on. Like surgery on animals, the incision needs to be kept clean and sealed up afterward to prevent bacteria from entering the "wound" while it heals.
