Unknown tool/machine/mechanism. Any help greatly appreciated. Found at a yard sale but not purchased. They would like to know what it is/was used for.

It looks like a device used to spread a tire apart for inspection and applying a patch. The 4 rollers on top made it easier to turn the tire. When the arms on each side were hooked over the bead of the tire on each side, then foot pressure on the pedal would pull the beads apart.
