      I have one exactly like this that my brother brought me as a souvenir from a trip to Israel in the 1960s. Scottvez is right. I think it is chrome plates brass.

      I think it is meant to be used as a letter opener.

      Either Mongolian or Arabic ceremonial dagger is my guess.
