I'm not sure if she is made of a type of clay or porcelain. When shaken there is a rattle inside. I googled clay rattles and other descriptions and came up with nothing.

From the mid-1960s to the mid-1970s, Metlox Potteries produced a line of decorative figures called "Poppets" that were very successful commercially. As success often inspires imitation, similar figures were created in Japan to compete. Those Japanese figures, which I'm pretty sure this is, have their own charm. Otagiri was the distributor if I remember correctly.
Thank you so much for that information.
