Possibly an old roller skate key. They came in all different designs. Some had a round hole in the end, some triangular, some rectangles, some square. Some were like this and others had a wrench on the opposite end from the hole. Just my guess.
Clocks.
Clock key is certainly another possibility. Time clocks that security guards punch their clocks with also take a key like this. Lots of possibilities. To bad the key isn't marked.
I believe these might be essentially tiny spanner wrenches used for installing small, round, below-flush bolts. I have seen that sort of fastener used to hold pistol grips and other things where the "bolt" is the same size as the hole it is recessed into - for aesthetic reasons.
My mother was given a large wooden glass cabinet with a little key hole. The key had an open that fit onto a pin inside to open the cabinet.
