Never heard of this artist or company before, but there appears to be a lot of information available about both. It is 5.25" high bay 4.25" wide. A $1.49 find at the Salvation Army Store. Still researching, but here are a couple of links:

The Rueven Co. doesn't make the glass they offer. They buy clear items in bulk from different glass companies, who offer the same items in non-decorated versions. All the Rueven Co. does is decorate the items they offer. This item was made and offered in plain clear glass by the Libbey Glass Company.
