      Managed to track down the mark. Gorham, Electroplating from 1865, Providence,RI, USA (http://www.925-1000.com/silverplate_G2.html). Love old silver pieces. This would be part of a tea set, sorry couldn't determine the pattern or age. Hope this helps.

      I think ``SILVER S.`` stands for silver soldered.Of course the handle was hard soldered because soft solder ( lead and tin based solder) was never used.
      It`s rather misleading to have it marked like this.
