This is a lacquer hand painted covered bowl. It's large at about 11" wide by 7" it has an inlay pattern made with triangle cut mother of pearl. I'm not sure if it is Russian or another Eastern European country. If anyone has any information about this please post a comment. Thanks.

It says Romania to me, but my doctor says not to listen to those voices.

My doctor sais it is Russian :). Compare with Russian wooden spons on line.
