Vintage or Antique US Flag Pin

I found this mixed in with my grandmother's vintage button collection. I presume it was my grandfather's who was in the military. It has Roman numerals like the face of a clock and a deer or mule head at the bottom. There are four small letters underneath the animal but I can't read what they are. Any help is appreciated.
