Any idea on this ‘funnel’.??

Unsolved mystery items19102 of 96459Can someone help me identify this knife's maker?Any one have any info on this saw ? I have searched and can not find anything about it.

    Does anyone have any idea what this thing is? It looks like a tiny funnel, but ?? It’s porcelain and silver with a little nub on the side. Beautiful picture of deers, maybe hand painted. Any thoughts would be appreciated! It was found in our in laws basement in Wisconsin.
